Tampa Bay has several marinas that will rent out vessels. However, you specify you wish to have a “yacht” you also used the word in the same posting “cheap”.
I do not believe you will get a yacht for cheap in the Tampa Bay area at the age of 16. Unless you have a friend that will provide this for you.

You can’t even crank one up for an outing without a couple hundred gallons of fuel. Then there are dock fees, maintenance, crew, etc… Sorry but that all adds up to not cheap.
